XYN Technology built the topten.ctic.org.cn online application system, open to textile and apparel enterprises nationwide for registration, category applications, document upload, application form generation, and review workflow—becoming essential digital infrastructure for industry-wide collection.

Project Background and Goals
Textile industry innovation product collection involves enterprise qualification verification, parallel applications across ten categories, standardized attachment materials, and coordination between provincial preliminary review and ministerial re-review. Traditional email and paper workflows cannot support large-scale concurrency or retain searchable process data. The platform aims to let enterprises "register once, apply across categories, track end-to-end" and let authorities "aggregate materials online, monitor status in real time, and review with full traceability."
Design Principles
The system follows "configurable workflows, tiered permissions, and versioned materials." After registration, enterprises select application categories per quota rules, upload test reports, product descriptions, commitment letters, and other materials, and generate standardized application forms online. The review side supports multi-level workflow; provincial and ministerial users view, annotate, and return for correction by permission, significantly reducing communication costs.

The platform covers guideline publishing, enterprise registration and certification, category selection and product information entry, attachment management, automatic application form generation, review status inquiry, and progress notifications. For finished product applications in apparel, home textiles, and industrial textiles, built-in field validation and material checklists reduce rejection rates due to format issues.
