Prepare Documents Before You Start
- Entity credentials: business license for companies.
- Entity responsible person ID and mini program responsible person ID; authorization if they are not the same person.

- Pre-approval: news, publishing, education, healthcare, pharmaceuticals, and similar categories need authority documents per law.
- Supplementary materials such as residence permits, statements, or commitments per platform and local authority prompts.
Valid credentials, complete borders, and sufficient light matter as much as for website filing. Oversized or blurry images fail compression and get returned.

What Blocks Each of the Five Stages
Entry and verification: category, service content, and responsible-person information must match the actual mini program—avoid vague labels like "comprehensive information services."
Platform preliminary review: WeChat as access provider checks authenticity first; keep phones reachable during this stage.
SMS verification: after preliminary approval, 12381 sends verification SMS. Entity and mini program responsible persons must complete verification at beian.miit.gov.cn within 24 hours. Timeout triggers rejection and resubmission.
Authority audit: usually within prescribed business days; phone verification may occur. Unclear descriptions of what the mini program does invite rejection.
Filing success: display the filing number as required. Development can continue on trial builds, but formal release waits until this step completes.
